NOTICE SOLICITING COMMENTS AND ANNOUNCING
IN-PERSON AND VIRTUAL PUBLIC STATEMENT HEARINGS ON RATE REQUEST
AND PROPOSED CUSTOMER SERVICE CENTER CLOSURES

PLEASE TAKE NOTICE that public comment is invited
concerning proposed changes in the electric and gas delivery
rates and practices of New York State Electric & Gas Corporation
(NYSEG) and Rochester Gas and Electric Corporation (RG&E)
(together, the Companies). In addition, comments are invited on
the proposed closure of certain walk-in office locations
operated by the Companies.
NYSEG and RG&E filed amendments to their electric and
gas tariff schedules on June 30, 2025, proposing to increase
their annual electric and gas delivery revenues for the 12-month
period ending April 30, 2027. NYSEG proposes to increase its
electric delivery revenues by approximately $464.4 million (an

18.4 percent increase in total revenues or 35.0 percent increase
in base delivery revenues), and its natural gas delivery
revenues by approximately $93 million (a 22.1 percent increase
in total revenues or 39.4 percent increase in base delivery
revenues). RG&E proposes to increase its electric delivery
revenues by approximately $220.2 million (a 19.8 percent
increase in total revenues or 36.0 percent increase in base
delivery revenues), and its natural gas delivery revenues by
approximately $72.9 million (a 17.1 percent increase in total
revenues or 32.0 percent increase in base delivery revenues).
The actual bill impacts of these proposed changes on any
particular customer class will vary based upon revenue
allocation and rate design.
The Companies state that their proposed electric and
gas delivery revenue increases would support investments to meet
growing energy demand across New York and to upgrade aging
infrastructure and systems to improve reliability and customer
service. The Companies indicate that the primary drivers of the
requested electric delivery revenue increases are increased
storm and vegetation management expense, increased capital
investments to address aging infrastructure and to increase
capacity, information technology upgrades, and incremental
operations and maintenance expense. The Companies state that
the primary drivers of the requested gas delivery revenue
increases include prevailing wage requirements, federal and
state pipeline safety mandates requiring system investments and
upgrades, and costs to meet clean energy goals.

to close the following walk-in offices:

Under New York State law, the Public Service
Commission (Commission) must consider a utility's rate proposal
and may adopt or reject it, in whole or in part, or modify it.
In doing so, the Commission will consider changes proposed by
the participating parties and the public. Administrative Law
Judges (ALJs) are presiding over the gathering of public
comments and all evidence relating to the proposals.

proposed closures will have an opportunity to make a statement
on the record or to submit a written statement. It is not
necessary to make an appointment in advance or to present
written material to speak at an in-person hearing. Individuals

public statement hearing will be open for at least thirty
minutes or until everyone wishing to speak has been heard or
other reasonable arrangements have been made to include their

Any person wishing to provide a public statement on
the record during the virtual public statement hearings must
register to do so by Friday, October 17, 2025, in accordance
with the instructions set forth below.
To register and provide a statement electronically:
This option is for participants who would like to
provide a statement and who will log in to a hearing -5-

electronically. Participants must register by the date
indicated above by visiting the Department website at
https://dps.ny.gov/calendar, clicking on the “View DPS Calendar
Listings” button under “Calendars” section, scrolling to and
clicking on NYSEG and RG&E Rates Public Statement Hearings for
the particular hearing date, clicking the “Register” button, and
providing all requested information. After registration is
complete, registrants will receive a confirmation email with
instructions on how to join the hearing.
On the day of the hearing, when logging in to
participate in the virtual hearing on the appropriate date and
time, participants will be asked to “select audio system.” It
is recommended that participants opt to have the system “call
me” or “call using computer.” The “call me” option will require
that participants enter their phone numbers.

This option is for participants who are not able to

Call-in participants wishing to make a statement at a virtual
public statement hearing must register to do so by the date

On the day and time of the virtual public statement

All participants will be muted upon entry into the
virtual public statement hearing. The ALJs will call upon each
person who has registered to make a statement and will continue
each hearing until everyone who has registered to speak has been

the record have been made. Reasonable time limits may be set
for each speaker as necessary to afford all attendees an
opportunity to be heard. It is recommended that lengthy
comments be submitted in writing and summarized for oral

For those who cannot attend or prefer not to speak at
a public statement hearing, there are several other ways to
provide your comments to the Commission. All comments should
